
LIAISE II aims to facilitate effective liaison between host police and football club supporter liaison officers (SLOs) by promoting the guidance in Council Resolution 13371/22, delivering training to police and SLO practitioners, and organising learning mobilities. The Resolution also stresses the importance of key stakeholders, including fan organisations, working in partnership, together with UEFA, in promoting enhanced awareness of police and SLO liaison and facilitating the application of good practice models that can be customised to meet national imperatives in each Member State.
This project implements the Resolution’s recommendations by bringing together the experience and knowledge of Football Supporters Europe (FSE), Europe’s sole provider of supporter liaison expertise, and the insights and expertise of the European Group of Policing Football and NFIP Experts (EGPF-NFIP). The project consortium includes the governing bodies responsible for developing the SLO work in Czechia, France, Ireland, the Netherlands, Romania, and Sweden along with the law enforcement agencies engaged in football policing operations in those countries, represented by EGPF-NFIP.

To do so, the project focuses on the following specific objectives:

Assess the needs of the consortium partners by conducting research to evaluate current police/SLO liaison arrangements and effectiveness in each Member State and beyond.

Raise awareness for the current good practice guidance set out in Council Resolution 13371/22 through national-level combined police/SLO training.

Facilitate observation-based peer learning in terms of police/SLO liaison processes at UEFA and domestic competition matches.

Produce transferable good practice guidance and customisable national action plans, while reaching stakeholders in non-participating countries and ensuring sustainability beyond the project lifetime.
To do so, the project will focus on developing and disseminating an online questionnaire to understand the status of Police-SLO liaison in Europe, develop and organise training and awareness raising events, and organise observation visits between the project partners to share knowledge and experience about Police-SLO liaison.
